lets do it right:
give all all empire ores a +100% type that is only found in lowsec.
give all lowsec ores a +100% type that is only found in lowsec and all empire ores found in 0.0 a +400% type.
that would benefit lowsec by the most since it is basically doubled profit compared to empire and also helps 0.0 by providing better low end mineral input.
Also runs the risk of crashing the markets by flooding them with excess materials. SEE Zydrine.
The secutiry system would seem to have a reasonable balance of risk/reward for both carebears and pirates already.
The system ratings of 1.0 to 0.1 serve as a nice set of presets for possible CONCORD response.
In 1.0, a 100% chance, in 0.5 a 50% chance, in 0.1 a 10% chance.
Risk should not always be on the side of those who do not fight as a primary skillset. If you're a pirate even in a lowsec Empire sector, you're still getting noticed, and even a slim chance of a CONCORD patrol popping you for your actions will give pirates enough pause to consider the risks of losing their rat-boats, and THAT will attract carebears into rolling the dice. Its two sides of a balance scale. Will the pirate players risk facing CONCORD and will carebears risk the chance that CONCORD won't save them? That's balance, folks, and that's where you make lowsec interesting to non-PvP players.

Call me crazy, but I don't think that gates in lowsec can be camped all that effectively. No CONCORD ships, but there are the sentries.
